Mr. Ignatieff. I have not taken action on the two messages dated April 1st from Ottawa dealing with the clearance of S.A.C. flights, except to ask Heeney to forward copies by tomorrow’s bag of the two documents which are quoted in Wiser message No. 30. I suggest that you should see Arneson, explain to him the procedure which is being followed in Canada, and discuss with him (without leaving a copy) the proposed schedule covering the procedure for flights carrying special weapons. The reasons why an Order-in-Council is required were set forth in Wiser message No. 27 of March 8th® . I judge that the intention is not to enter into any sort of agreement with the U.S., but simply to inform them of the administrative procedures which we are putting into effect. This would leave the Agreed Minute of last year hanging in the air, but I do not think that matters particularly. It should, however, be made clear to Arneson that the very substantial modification of the procedures accepted in the Agreed Minute which we are making at U.S. insistence is related to the continuation of the consultations on world developments. You might suggest to him that in our view the State Department has a very real responsibility for volunteering information to us which bears on their appreciation of the risks of general war and that the exercise of this responsibility is in part a return for the new arrangements which we are now ready to put into effect. You might also ask Arneson what method of officially notifying the U.S. of. the new procedures would be most satisfactory to him.
