As agreed, I gave Mr. Marten and Mr.
Watkins of the British Embassy, who deal with
atomic matters for the British Ambassador, a
summary of the discussion at the last Meeting
of Consultation which took place on February 29th.
I summarized only the points made in the record
and did not mention the impressions which you
recorded in your covering letter, Wiser No. 22
I also gave them a summary of

the discussion at the meeting on March 10th at
the State Department on procedures for the
clearance of U.S. S.A.C. flights, emphasizing
that the views put forward by Mr. Pearson at
this meeting were ad referendum and were to be
taken as only reflecting tentative reaction to
the U.S. requests for a change in the procedures
agreed last June, about which we, as you know,
informed Sir Oliver Franks. I emphasized that
no mention should be made of this discussion to
the U.S. and that I was giving them this summary
on your authority so as to keep them in touch
on this aspect of the problem which concerned
Marten told me that he had been
