In paragraph 44, although "the characteristics of atomic warfare” might be taken to include the need for secrecy in order to obtain the greatest advantage( surprise, I suggest that a specific reference be made to this consideration by including a phrase such as the following, following the word ’’reached”: ’’and the secrecy with which preparations have to be made in order to obtain the maximum, advantage from surprise”. The word "and” would be deleted from the preceding clause. 2. In paragraph 1 on page 2 you might consider ' adding the following sentence: ”If the U.S. proves adamant against making the consultations tripartite, it should be at least understood that the representatives of the U.K. and Canadian Governments will keep each other fully informed on the views expressed by them respectively to the U.S. Government in the separate consultations. ” 3.
