In the course of our discussion Mr.
Arneson observed that the British had made the
suggestion that there should be agreed minutes
on the U.K.-U.S. Meetings of Consultation.
Alternatively, they had asked that there should
be some exchange of papers on the hypotheses

to see if he could arrange a briefing for the
Minister on S.A.C. operations.
Mr. Arneson
hoped to get in touch with me later today about
the arrangements.

Reverting to an earlier conversation
on the role of Goose Bay in the S.A.C. plans,
Mr. Arneson said he wished to correct any
impression that we may have received from the
Pentagon that Goose Bay was not as necessary as
had previously been indicated for S.A.C.
operations.
He said it was true that for the
purposes of planning for the period beyond 1956,
the extension of the range of jet aircraft
might make Goose Bay not as necessary as a point
of origin of S.A.C. operations.
Until then,
however. Goose Bay was regarded as definitely
necessary, and would be used, subject to the
concurrence of the Canadian Government.
He
observed that the S.A.C. now has to rely upon the
B-47 as .the principal carrier aircraft and that
jet aircraft require extensive refuelling arrangements both, at points of departure and of return.
Goose Bay would be important from this point of
view, if from no other, as a supporting base
for the main S.A.C. base in the Northeastern
United States. at. Limestone, Maine.
