The meeting, the fifth in the series and the first since July 27th, 1951, duly.took place at 3 p.mo . 4 on February 29th. I enclose a record of the meeting,, which has been prepared by Messrs. Ignatieff and LePan. In spite of hints that we had received that the State Department had some new ideas or -information to put before us at the meeting, Mr. Nitze at its beginning asked me what it was we wished to discuss and volunteered no information. It is not an easy task in these circumstances to bring about a productive result. I did my best by bringing up a series of leading questions and pressing for answers. 2. Mr. Nitze frequently replied by asking me what were the views of the Canadian Government on the matters which I had raised, and, as you can judge from the enclosure, a certain amount of improvisation on my part became necessary. He seemed to think that information .on policies and appreciations should be given only in exchange for similar information from the Canadian side. I think it can be argued that this is a misreading of the purpose of these meetings, as the main Canadian quid pro quo is permission to use Canadian facilities and airspace for the activities of the Strategic Air Command connected with atomic weapons. fo Post File No 4.
