Changes in U.S. Air Force Command,
In connection with the meeting arranged
for next Monday with Secretary of the Air Force
Finletter, you may wish to draw Mr. Pearson’s
attention to the changes in the U.S. Air Force
Command announced last Saturday.
The significance
of the appointment of General Curtis LeMay as
Vice Chief of the Air Staff to replace General
Twining, who is to take General LeMay's place
with the Strategic Air Command, cannot be overlooked when we take into consideration the
special interest which Mr. Finletter has been
taking in the affairs of the Strategic Air
Command and as they apply to Canada in
particular.
As I have previously reported to you,
Mr. Arneson told me that it was Mr. Finletter
who has personally been pressing for an agreement
with Canada which would give the S.A.C. wider
latitude in making deployments of its aircraft
and personnel in the event of an emergency. •
Whether or not General LeMay is in effect to be
groomed as General Vandenberg’s successor, as
suggested in the attached clipping from the
Washington Times Herald of March 2nd, it is
clear that he will now be in a better position
to influence the thinking of the top command
of the U.S. Air Force in Washington.

Would you like me to draft a letter
for you on this subject, or do you think it
would be sufficient to draw Mr. Pearson’s
attention to these changes when he comes to
Washington?
