S. On November 8l, 1958, T. .A. MacKey, of this Department, discussed with Mr. Raynor, of the U.S. Department of State, and Mr. Ilsa, of the U.S. Embassy, the draft of the collaterel letter which it is proposed to give to the U.S. Ambessador in connection with the Exchange of Notes on the Coose Bay lease, in answer to a question from Mr, Raynor, Mr. MacKey explained that the statement "existing arrange exits . . . regarding the operational activities or stationing of tactical or strategic formations shall continue to apply to Goose Bay", as used in the first paragraph of the draft letter, meent that the procedure presoribed in Appendix No. 3 to the PJBD Journal of June, 19 48 (Tab 8) and amplifled in the schedules eccompenyins Order -inCouncil No. PC-2307, would apply to Goose Bay. AS en example of on "existing arrange* 5. ment", Mr. MacKay cited the agreed procedures for strategic air command flight services. Another case which would presumably in due course be met by a stending errangement was that of Interceptor activities on the part of USAF aircraft at Goose Bay. The PJBD was now dealing with a modification of the existing interceptor agreement to acet the needs of the situation in the Goose Bay area. 4. On the other hend, any proposal re- garbing an operational activity not already covered by an arrangement between the two Governments, or for the stationing of tactical or strategic formations not already specifioally authorized would have to be submitted to the Canadian Government through diplomatic channels. a a concrete example, if the U.S. Government desired to deploy an additional interceptor squadron to Goose Bay, the request should be submitted by the State Department to the Department of External Affairs. If you concur, therefore, I propose to instruct r. rong that he may inform the ( tate Depe rtment orally and/or by means of an informal latter that: (a) the Canadian Government requires that any U.S. proposals regarding the operational activity or stationing of tactical or strategic formations at Goose Bay not already authorised by an "existing arrangement" should be transmitted to the Onnadian Government through diplomatic channels as specified in appendix Ho. 3 to the PJBD Journal of done 1948 and Schedule A to Order-in-Council PC-2307 of pril 17, 1952. (b) the Canadian Government considers that the term "existing errengemeat" as used in the draft collateral letter to the proposed Goose Bay egreement, ineludes the procedures covered by the egreed minute between the Secretory of State for External Affairs and the Secretary of State, of June 14, 1951, the xohange of letters between the Canadian Ambassador in washington and the ecretary of State, dated pril 30, 1952, and J chedule B accompenying Order -in•Council P0-2507. You will note that the above statement adheres strictly to the procedures developed by the PJBD. I am of the opinion that it would be unwise to depart from these procedures by permitting the use of a service-to-service chennel as suggested in the final sentence of telegram WA2723 ( Tab C ). I assume, however, that both you and Mr. Pearson would wish that in pre otice any proposals received by this Department with respent to Goose Bay would be transmitted immediately to the Chiefs of Staff and to yourself so that en agreed decision on the proposal could be reached as soon as possible. 6.
