letter to U.S. Ambassador.

1.

Arneson has asked Ignatieff whether the State Department

could be given assurance that the understandings governing procedures

for S.A.C. flight clearances as set out in the correspondence between
the Secretary of State and myself, and in particular in Schedule B
entitled "Methods of clearing flights of U.S. S.A.C. aircraft over
Canadian territory where the movement of atomic weapons is involved",

copies of which were forwarded under cover of my Wiser Letter No. 25

of April 30th, would not, repeat not, be affected by the more general
understandings as set out in the draft letter to Mr. Woodward.

Arneson said that an assurance given informally, but if possible

in writing, would serve to clear away the possibility of misunderstanding which might arise, particularly with the U.S.A.F.
