May 13 th, 1952.

1.

Arrangements for Flight Clearance. Following meeting attended by Mr. Pearson on March 10th 9 revised Canadian
procedures were brought into effect and notified to Secretary
of State on April 24th.

The purpose of the Consultations as stated in the Agreed'
Minute of June, 1951, is "to exchange views on developments
in the world situation which might necessitate the use of
atomic weapons”. It might be advantageous to arrange a
meeting before long attended by senior military advisers,
possibly by the Chairman of the Canadian Chiefs of Staff.

Current Questions. A preliminary general question is
whether tension and the risk of war have increased because
of the stalemate in the Korean armistice negotiations, the
coming into force of the Japanese Treaty, and particularly
the approaching signature of the contractual arrangements
with Germany and the E.D.C. Treaty? In general is the view
still regarded as sound that the policy of the Soviet Union
is to further its aims by any available measures short of
war with a great power?

German Issues.

■ (a) Gan tho Soviet Union tolerate the creation of a German
army and munitions industry?
(b) What is the probable timing of Russian moves, especially
during the interval between signature of the contractual
arrangements and E.D.C. Treaty and the creation of
German forces and revival of the munitions industry?
At what stage is the period of greatest danger thought
to be likely? When and where may Soviet counteraction be expected, and would it involve the risk of .
war? Is renewed pressure on Berlin or possibly on
Vienna a likely step?
(c) If an intense crisis arises over Germany, is it more
likely to occur before ratification of the new arrangements or immediately after or later, as the German
contribution to E.D.C. begins to take effective shape?

(d) Mention ambiguity of Western position on the eastern
German frontier and the possible risks incurred in this
connection.

(e) With E.D.C. in effect what are-the chances of securing
• German unification?

Is Soviet opposition to the Japanese Peace Treaty and the
connected security arrangements thought likely to take such
a form as to incur a risk of general war?

in Korea in light of the new stalemate and the negative .
character of the policies agreed between the principal U.N.
participants in the. Korean action.
