Your draft of a memorandum to Mr. Heeney about Wiser discussions concludes that this special arrangement should remain dormant. . I suppose that it is possible to have varying degrees be inactivity. If this is so, I suggest that there are at least good reasons why the arrangements should not be permitted to lapse altogether. These consultations originated,.as you will recall, as a quid pro quo for the granting,of certain facilities to the Uni ted States in connection with their Strategic Air Command deployments. Through these meetings we were supposed to be given access to the thinking of those officials who are mostdirectly concerned with the planning for the eventuality which might give rise to making use of the facilities granted by Canada, especially the eventuality of general war. In the first two or three meetings we were given a reasonably good account of the current thinking relating to this important issue; subsequent meetings produced, in my opinion, a paucity of information mainly because there was very little to add. Now we have a new Administration to deal with which we know is in the process of reviewing, and possibly revising, strategic policy and defence plans. As you say, there have been some changes in personnel and organization already. In fact, we have not had any access to the thinking of the new personnel. The las.t meeting was with Nitze, who admitted that he was not in a position to say anything new as he was in effect fulfilling a caretaker role. I agree with you that his successor, Mr. Bowie, has changed his role to some extent and that much of the type of work previously done by the Policy Planning Staff is now undertaken by the planning staff of the National Security Council. As a .result it is quite possible that our consultation meetings would prove more useful, since the views expressed by Bowie are more likely to reflect accurately the thinking of the.National Security Council than did the opinions expressed by Nitze. Actually, Arneson is going to have his first talk with Bowie today and will, among other things, mention the consultations which his predecessor had with ourselves and the British. Arneson clearly understands that we are not pressing for a meeting, but will merely seek a reaction from Bowie about holding meetings in the future.
