The Ambas In the course of his talk with me about the trial of the first British atomic weapon in . the U.S., reported separately, Mr. Marten of the British Embassy mentioned that Sir Oliver Franks had seen Mr. Acheson on August 28th to express his dissatisfaction that no reaction had been forthcoming from the State Department to the paper prepared by the U.K. Chiefs of Staff analyzing the circumstances in which atomic weapons might be used. Marten said that the consultations between Sir Oliver Franks and Mr. Acheson had'so far been disappointing in their results. Sir Oliver Franks thought that the U.K. Government should be informed in some detail of the thinking of the U.S. Government on the various circumstances in which atomic weapons might have to be used, with consequent possibility of retaliatory attacks upon the United Kingdom. Although Marten thought that some information on the strategic plans of the United States in the event of war had been made available to the U.K. Chiefs of Staff, this information did not include material specifically relating to atomic warfare as it might involve the United Kingdom.
