Chase (Arneson’s Assistant) has told us that it would

be helpful if we could inform him definitely that there would
be some delay before we would be able to comment on the proposals

of the Department of Defense reported in my Wiser No, l4 of
November 8th,giving as the reason the absence of senior Ministers
concerned in Europe onU.N. and NATO business.

He would then

be able to prepare an acknowledgement of the letter from the
Secretary of Defense, saying that its contents had been taken

up with the Canadian authorities but that consideration of the ;

. proposals would have to await the return to Ottawa of the Ministers

in question.
2.

I have a further suggestion to make on the substance

of these proposals for consideration in Ottawa.

weapons cannot, of course, be used until they are completely
