No. of Enclosures Post File No 2 A test of the system devised for omployo mont outside normal operating hours of the telotype between Washington and Ottawa was held on Sunday afternoon s Novembor 11th. The test alarm was started at 3:25 p.m., at which hour the guard on duty at the Chancery was instructed to telephone the Washington operator on call and to inform hor that an urgent message had to be despatched immediately. The operator on call arrived at the Chancery at 3:55 p.m. She made contact with the operator on call in Ottawa by telephone at 4:00 p.m. and checked with the Western Union Company to see that the circuit was open. The Ottawa operator established teletype communication at 4:33 Pom., when the test message was despatched and its receipt acimowlodged at 4:37 p.m. The Ottawa operator was instructed to reach the senior duty officer of the Department of External Affairs, and reported that he had done so by telephone at 4:55 p.m. 2« Thus exactly one hour and a half elapsed between the opening of the test and.its conclusion. It happened that the operator on call in Washington did not have with her at her place of rosidonco the telephone number in Ottawa of the operator on call thoro. ienco, she had to come to the Chancery before establishing contact. If she had been able to tele* phono him from her house immediately the test began, the line should have boon in operation and contact established in 0ttatn with the senior duty officer in Ottawa in one hour. Steps have been taken to ensuro that in future the operators on call here have with them the telephone numbors of the Ottawa operators on call over weekends. This should mean that the trannmission of an emergency message could start approximately half an hour after notice was received by a senior officer of the Mbassy of the occurrence of an omergency, and that its transmission should bo comploted and the senior duty officer in Ottawa informed in about three-quarters of an hour. X should like to be certain that the arrangomonts for opening the teletype line on week* day nights are equally effective.
