I attach, in accordance with your instructions, a memorandum*of your conversation with Sir Oliver Franks reporting what he had to say on the question of U.K.-U.S. consultations on atomic warfare. I have not included in this record the brief references to other atomic questions which came up. ‘ You outlined to Sir Oliver developments rogarding the consultations which had taken place in the last week or so between Mr. Dean and the Joint Congressional Committee on a possible amendment to the McMahon Act with the object of giving the U.S. A.E.C. greater latitude in the exchange of information with,foreign governments. This morning I heard from Mr. Gordon Arneson that there has been some hopeful progress in this matter. The Joint Congressional Committee staff prepared an amendment which proved to be too complicated. A Republican member of the Committee, Senator Bricker, has apparently produced a simpler version, which has now been referred to the Committee staff for elaboration. It- is still not known, however, whether it.will be possible to put through the amendment before Congress adjourns. Sir Oliver Franks mentioned developments concerning the first test of the U.K. atomic weapon in the United States. He said that the conditions put forward in, the U.S. counterproposal had been sufficiently favourable to justify Penny coming out from the United Kingdom to examine the proposals in greater detail. I hear from Gordon Arneson today that Penny has in fact arrived and that discus'sions are starting today. In addition to the technical questions, Penny will examine the financial problems, particularly the relative costs to be assumed by the two governments.
