September 19th, 1951. The Ambassador. Referring to your attached memorandum of September 17th about Wiser Consultations, I had a brief talk with Arneson on September 19th. As to the timing of the next Consultations, he was inclined to agree that there was no hurry . about the next meeting. On the U.S. side they were confronted with certain U.K. requests which had to be dealt with before Mr. Morrison goes back to the U.K., and this is fully occupying the time of those concerned with our Consultations. As regards the paper, the contents of which were given to us orally at our first meeting, Arneson said that it had1been discussed with the Department of Defense and that it was expected that General Bradley would attend one of our meetings when this seemed desirable. As regards having a copy of the U.S. basic paper, Arneson said that he did not think that it would be possible to exchange any papers. .While the U.S. was quite willing to discuss orally the circumstances which might give rise to the use of atomic weapons, an exchange of papers might be construed as a written commitment on the part of the U.S. Government to consult . a foreign government before using atomic weapons. This, as had been indicated before, the U.S. Government was not in a position to do. This was the main difficulty now confronting the U.S. authorities in regard to the U.K. Another difficulty mentioned by Arneson related to the giving of information on strategic plans in the event of war. Information which might be given to the U.K. or Canada on operations involving atomic weapons which might be of concern to Canada or the U.K. would have to include- RESTRICTED DATA if it was to be meaningful. The kind of information he had in mind included the characteristics of atomic weapons and dangers from retaliation, etc. He observed that this question would have to be considered by the Joint Chiefs of Staff and the Department of Defense. It was his impression that they had not given this problem any serious consideration and had restricted their consideration of tripartite co-operation to the possibilities of making a swap with the U.K. of atomic weapons for plutonium. They had been inclined to leave the question of the exchange of information to the U.S.A.E.C.
