The Ambassador

As agreed with you, I have made arrangements
for Mr. Arneson to come to your office for a talk
on the matters referred to in the attached correspondence at 11:30 Saturday morning.

I think in our talk it is important to
■start from the premise that we are willing to cooperate in arrangements for strategic air operations within the context of existing defence agreements under the North Atlantic Treaty-and of Mutual
Defence. From the canvassing of opinions of the
Prime Minister and responsible Ministers, however,
Mr.. Heeney has, expressed the view that there would
have to be a clear distinction between operations
involving the movement and storage of fissionable
materials, and operations involving Canadian ter-,;
ritory or bases in Canada, and activities of the
Strategic Air Command such as training programmes,
deployment of aircraft, and preparation of storage
facilities which do not involve fissionable
materials. We can also make'the point that the
Canadian authorities are fully alive to the importance of security and speed of communications,
and are willing to consider practical arrangements
to ensure that maximum effectiveness is obtained
to provide for both, on the understanding, however,
that in peacetime at least, the Canadian Government
should be consulted, in each case at the highest
political level before any action is taken by the
Strategic Air Command involving Canadian territory
or bases where fissionable materials are concerned.
3. . ’ It might also be a good idea to take the
occasion to tell Mr. Arneson about Dr. Mackenzie’s
letter concerning the plutonium purchase arrangements.
