Reference to atom bomb in President is press conference
today.

As there has been:.some. question as to what the President

is supposed to have said in answer to questions at his press con-

ference today relating to the possibility of the use of the atom

bomb, I am reporting some information which we have been able to

obtain through a friendly correspondent about what transpired at
the press conference on this point, together with an official statemerit on the question, issued from the White House after the conference.

As there is a strict rule applying to these conferences

about quoting the President directly, transcripts of the actual
questions and answers are not obtainable.

The record given to us

in confidence, therefore, should not be disclosed.

The following are the questions and answers relating to

the use of the atomic bomb:-

"Q.

Mr. President.

Will action in Manchuria depend on action

in the United Nations?

A.

Yes, entirely.

Q.

In other words, if the United Nations resolution should

authorize General MacArthur to go further than he has yet,
he will?
A.

We will take whatever steps necessary to meet the military
situation just as we always have. •

‘Q.

Does that include the atom bomb?

A.

That includes every weapon that we have.

want to see it used.

It is a terrible weapon.

It should not

be used on innocent men, women and children who have nothing

to do with. this military aggression.

I wonder if we could retrace that reference to the atom
bomb.

Did I understand you correctly to say that the use

of the atom bomb is under active consideration?

A.

It always has been, Smitty.’ It is one of our weapons.

Q.

Does that mean against military installations or civilians?

A.

That is a matter for the military people.

I am not the

military authority that passes on it.

Q.

Mr. President.

You said this depends on United Nations action.

Does that mean we would not use the atom bomb except with
United Nations authorization?

A. ■ No it doesn’t mean that.

The action against Communist China .

depends on the action.in the United Nations.

The military

commander in the field will 'have charge of weapons as he

always does.”
