establishment of a system, of international control, and the Co^niijdl6c
has no mandate to plan ito programme of work except within tho '\_/_^
framework alroody approved by the Assembly. The Commission* having"
re-draftod its throe reports in a siaplified form, trill then consider
how far discussions can usefully proceed on any of the itcno on the
agenda (stages, organization of the control agency, etc.) In
General Lcl.oughton's opinion, these discussions will primarily bo
directed to preparing the ground for a meeting of tho permanent
membera of the atomic Energy Coamioeion oo directed by the Resolution
of the General Assembly.

7. General Lehaughton ond fvr. Osborne, having alscuasod
this meeting of representatives of the permanent members of the
Commission, have agreed to recommend to their respective fovornments
that the meeting should take place late summer or oorly next fall,
so that a report nay be prepared for the nexttfoooionof tho Gonorol
.Assembly. General KcJbsughton and IRr. Osborne hovo also agreed to
[rocommend that the meeting should bo ot Foreign Liniotcrs lovol.
8, In answer to a question whether tho U.o.J.R. is lilcely to
alter its stand on the majority proposals, even aftor they have
boen simplified, General IRcKaughton stotod thot an important success
had been achieved in Paris in securing very strong approval of tho
reports; he is oonvlnced that tho pressure of world public opinion
in support of the majority proposals v/ill be felt in Moscow. In
his opinion, tho U.S.^.tl. may yield in the end and it would be
undesirable, oven if tho General Assembly Resolution did not
preclude this, to compromise now on tho essential principles of
the plan. General H'cliaughton is hopoful that a solution will
emerge from tho discussions in the Atomic Unergy Commission.

9. The Choiraan onquired whether consideration had been
kgiven to the adoption of alternative policies in case tho K.S.3.U.
•;cro to rofuso to compromise. General LcNoughton referred to tho
lyariouo statements which ho and Lr. Chovrior had mode in support of
Khe mojority proposals: these statements were drafted with a view to
•rioting this and similar objections to considering the majority
^^opooalo as tho only satisfactory basis for the establishment of on
^•beraational system of control of atomic energy. Gonoral rc^aughton
• isore convlnoed than over thot the majority proposals aro the
^•r&gt; possible basis for agreement, aad in his opinion, there Is no
^•toraativo but to make every effort to convince the U.a.rf.Tl. of
•olr soundness ond uniqueness. In General Lchoughton's viow, there
Ws atlll four or five years to develop o plan of control and to
induce the b.J.d.H. to accept suoh a scheme of control. In his
opinion, it would be unwise ot thio stage to envisago publicly

10. Failing agreement with the tJ.3.3.11., General t'cl.oughton
agreed that it x/ill be essential to continue tho tripartite arrangements under the auspices of the C.P.C. General Iicneufhton felt that
