Dear Ur. Robertson,
While 1 B Washington last week, I had an opportunity of
discussing atomic energy matters with Id*. Gordon Arneson of th*
U. 3. State Department. Hr. Ignatieff was present at pert of ths
discussion, but since hs slsssil a good deal «f it he may aot have
reported to you.
As X rsssll it, the gist sf the discussion was this*
Mr. Arneson emphasised that ths 0. 3. felt that they asst quickly
reach a firm agreement with toe 0. K. concerning the allocation of
raw materials. He felt that la fairness to ths U. K. they could
aot ask for another Interim allocation and that a real agreement must
be reached by January. Re said that the U. S. would approach the
discussions with the 0. K. from a completely different point of view
than they did last year. Following discussions between Mr. Marshall
sad Mr* Acheson they had agreed that the problem waa essentially a
military rather than a scientific ass. Bs said that ia future discussions ths State Department would take ths initiative am behalf of
ths Department of Defence and that the Atomic Hiiaru Commission would
play a quite secondary rale.
From ths Q. 3. point of view ths priaiary problem waa the
allocation of taw materials. They weald press the British far an
allocation which would la effect restrict ths British protrssaM to
ths present two piles. In return far thia he felt quite sure that
tha tU S. would ha willing to allocate bombs to the U. K. immediately
against future plutonlum deliveries. Ha did not think that tha U. ft.
would press ths problem of tha integration of research and development
activities or the exchange of staff. He thought they would bs willing
ta have wash freer exchange of information on k needjfco^know basis,
this would of course require a modification of the « M s n y Act which
ha felt could be achieved quite soon. Hs did net think that the II. S.
would press tha British te ahandaa any of their present activities in
atomic energy, provided they could be carried oa without prejudice to
ths most effective joint ass of raw materials. He ended by suggesting
that Csaads give serious consideration to the possibility of asking
for aa allocation af bombs to Canada. I did not hare an opportunity
af pursuing this subject but hs sssasd to bs asking the suggestion
assisasly.
Mr. Arneson said that a paper, setting out tha new 0. S.
approach to the problem, wss already under preparation. Ba hoped that
it would be issued soon after the elections aad that meetings to discuss
it oould bs held early In December.
X have already discussed this interview with Dr. Mackenzie
snd Air Ties Marshal Miller. I am sending a copy of this latter to
Mr. Heeney.
