The suggestion made fron the Foreign Office was
that a meeting to exchange views along these lines might
take place in London.
Whett Franks saw Acheson about this l a s t week,
however, the l a t t e r expressed the opinion that i t would
be necessary "to make haste slowly". Having In mind the
state of Congressional opinion and i t s present spy mania,
Acheson evidently feels that l t i s necessary to be
cautious about resuming the t r i p a r t i t e talks in any of
their aspects. However, Hoyer-Millar of the British
Embassy i s getting together with Carroll Wilson to work
out a tQeraoranduai which, would be presented by the British
aabassy to ths State Department and'-ourselves, putting
forward a basis for an exchange of views on common
standards on security.
