I see from the copy of the letter from Commissioner (food dated Pebruary 20th, which you sent me under
cover of form despatch Ho. 500 of. February 21st, that
General KcNaughton's suggestion that some kind of an
agreement might be worked out with the United States and
United Kingdom authorities for security clearance procedures would present ao difficulties to the R.C.E.P.. .- ; r s.
and would be welcomed by them. '
'The Fuchs case following upon the Hiss trial ^=__^=
has brought on a real crisis of conf1 donee in Washington,
as you know, and Franks and I are convinced that no progress will be made in the tripartite consultations until

countries should exchang$ information on confidential
invest!Gations concerning those handling secret material
in the atomic„field and I believe this could best be done

It 1* my opinion that this idea ahould be raised ln the
first instance by the British because of the Fuchs case
and I might have a word with Itranks about it soon. However,
I think that w* shall hav* to wait until the end of the
Fuchs trial when ve know more about the Implications of
this case, and particularly the extent to which others
have been Involved in this .espionage.
