WISER - TOP SECRET.
WISER NO. I4.6.

Following for the Under-Secretary.

Begins:

Notice of i n t e n t i o n to deploy non-nuclear components
to Goose Bay.
We were told informally by Gordon Arneson yesterday
that an approach will be made through the Service channel, as
agreed (your Wiser Letter No. 10 of April 22nd, 1952) for
permission to deploy some non-nuclear components of atomic
weapons to Goose Bay for storage.

He said that the only reason

why he was giving this information informally in advance was so
that we should know that the contemplated deployment is not
(repeat not) occasioned by any specific international emergency,
but is in implementation of the policy of dispersal of non-nuclear
components to various points abroad under the general preparedness
program of the U.S. S.A.C.

He thought that the approach through

the Service channel for clearance of this deployment of non- -^
nuclear components would be made within one or two weeks.
