PJBD(- NUCLEAR WEAPONS POLICY

I attach for your information an extract of
the discussion on this subject at the recent PJBD
meeting. You will note that the United States Chairman,
Dr. John A. Hannah, re-emphasized the importance which
the United States Government attaches to this matter,
while Mr. Wilgress read into the record the statement
which had been approved by Mr. Green and Mr. Harkness.

CIRCULATION

In off-the-record remarks, the U.S. Chairman
urged the importance of maintaining a military posture
which would assure the credibility of the deterrent
***) force. Canada's geography, he said, was a relevant
,.. factor since attack from seace or "another direction",
while possible, was unlikely. If the threat were as real
as the U.S. believed it to be and as real as the U.S.
thought Canada believed it to be, then it followed that
we should ensure that we are in the best position to
defend the Continent. It was impossible to visualize
any difference between the two countries from the point
of view of their respective security situations. Nuclear
weapons policy, he believed, was the prime issue between
the two countries.

The United States Chairman recognized the
problems on the Canadian side. Nevertheless, the United
States felt it.must continue to put forward its position

- 2 when appropriate opportunities presented themselves in
the hope that it might be possible in due course to work
out some arrangement.

Dr. Hannah intimated that "stand-by" arrangements would not be practicable because of the delays
implicit in such arrangements. In a subsequent private
conversation with the Secretary of the U.S. Section, we
learned that this observation had been deliberate. We
were also told that a thorough study of the feasibility .
of "stand-by" arrangements in North America had been
carried out and the conclusion reached that such arrangements were "impossible".
