MEMORANDUM POR HR. WILQRESSs
In accordance with our conversation on
Friday, I showed your memorandum of Hay 11th, addressed
to me, to the Prime Minister yesterday evening.
I told him that the officers of the Department of
External Affairs had been surprised that the
O.S. representatives on the P.J.B.D. had made this
statement at this time and were concerned lest it
appear to be contrary to what the Prime Minister himself
had been saying.
I went on to tell him that
I had asked that the minutes not be circulated before
June l$th.
Tho Prime Minister noted the memorandum
and the points I had made about it but did not
express any views concerning the substance of the
matter that he wished me to pass on. He did ask
me to tell you that he felt statements that you
make as Chairman of the Canadian Section should
be cleared beforehand with both the Secretary of State
for External Affairs and the Minister of National
Defence, rather than on occasion with one or the
other.
I did not endeavour to offer any explanation
on this point as I was not familiar enough with tino
-work, of the Board.
I suppose there are some
things of a purely administrative or technical nature
about which you feel it is unnecessary to trouble
the Secretary of State for External Affairs and
perhaps other things of a purely diplomatic nature.

In any event,
I think the Prime Ministers desire that you should
consult both of them in advance is quite definite.

Although the Prime Minister did not
