the military
member has never handled correspondence with our Department.

Although I did not consider this arrangement the
best jurisdictionally,
there was i11 practice
no real
difficulty,
as the relations
have been cordial between .
the two officers
at Berlin (in fact it was in the military
member's filing
pabinet and therefore
with his knowledge
and .consent that the cyphe:r:-material was technically
cozripromised t),. and no two post,s have as close facilities
for
communication ( by bag, by telegraph
and by telephone)
as
have Bonn and Berlin, besides the regular visits
which are'
made there by :myself and officers
on .my staff at Bonn.
I fu,lly agree that t.his is not a fully satisfactory
situation.
The best solution for the purpose of reporting
(My Despatch N0. ~6L of 10th January/53) .as· well as of
admi·nistration
would be to have an Ext.ernal Affairs officer
in Berlin permanently •. If that ca,nnot be provided, and I
have understood it cannot, you may wish to take up with
National Defence again the question of their representative
assuming,,, in my physical absence· from Berlin, responsibility
for the over-all
direction
of that mission.
This might
not ·be as fully satisfactory
administratively,
it would .
disrupt the present clear distinction
of functions
and
bring an Army officer _out of his regular Military Attache
~ole, but it would meet the point over which you have
expressed concern.
