MEMORANDUM

Linse

• I refer to the request made to you
by Mr. Justice
Estey, in a letter
of November 14,
for information
concerning
Dr. Walter Linse of
the Berlin Committee of Free Jurists
who was
kidnapped outside his house in the American
Sector of Berlin on July 8 of this year.
The
following
information
is based on newspaper
accounts as we have had no recent reports
on the
Linse case from official
sources.
2.
By mid-August the United States
authorities
had made three official
protests.
The Soviet Control Commission finally
aent an
answer to these protests
on August 20. Their
reply denied the correctness
of the details
of
the kidnapping
which the American notes had given
·and declared
that the Soviet authorities
could
do nothing more because of the difficulties
of
investigating
what occurred in the American
Sector of Berlin.
Throughout the Soviet note
Dr. Linse was not mentioned by name.

A further
note from the United States
High Commissioner,
Mr. Donnelly,
brought a reply
from General Chuikov in September denying all
knowledge of the case.
It has been suggested
that the Soviet authorities
may have ordered Linse
to be imprisoned
under another name so that they
might reply with an appearance
of truth that they
held no prisoner
by that name.

come to our notice is based on a-report
released
early in November by Herr Sttmm:, the Police
President
of West Berlin~
In this report it
is stated
that the four men who kidnapped Dr.
•1Linse have been identified
as members of a
ring of kidnappers
approved,
sponsored and
directed
by the Ministry· of State Security
of
the German Democratic ttepublic.
According to
this report Dr. Linse-is
imprisoned
in the Soviet
Zone, presumably awaiting
trial.
