While clearly such ammunition bears no relation to
nuclear weapons, depleted uranium is slightly
radio-active. There is no requirement or intention to
fire or dispose of depleted uranium ammunition on Canadian
soil. Appropriate safety procedures will be worked out.
It is envisaged that the ammunition will be
procured in the United states as there currently is no
Canadian supplier (Eldorado Nuclear Ltd of Canada has been
reprocessing United States supplied uranium for resale in
the United States, although the ammunition is not produced
here).
Very early action has been taken to begin the
process of acquiring the ammunition in time for the
identified delivery date next spring. We would be
grateful to be advised by you as soon as possible whether
there*ar.e-=.implica.tions with regard to Canada's IAEASafeguards Agreement or, our bilateral nuclear cooperation
agreement-with the-United States.' Would the IAEA be

satisfied that the depleted uranium ammunition could not
be diverted to nuclear weapons or other nuclear explosive
purposes and as such, not require the application of
safeguards?
