In accordance with the provisions of Article III, paragraph 5 of the Treaty, the Secretary of State has the honor to inform the Chiefs of Mission that a notification of succession to the Treaty was deposited with the a Government of the United States of America by Antigua and Barbuda on November 16, 1988.
