purchase by the Department of National Defence (DND) oi:
ammunition containing depleted uranism from the USA.
BACKGROUND:

In May 1986, Ministers reviewed the policy
implications related to the nuclear and non-nuclear uses of
auclear material for military purposen and agreed to consider
proposals for the military use of nuclear material on a
jase-by-case basis. At the same time. Ministers agreed that
;.he activities of Eldorado Nuclear Limited (ENL-): in importing
•J.S. depleted uranium for the fabrication of ammunition for
re-export to the USA could continye within specific parameters

and that a similar proposed activity by . Industries Vaicaz-tier
could proceed under the same conditions.

conditions established for the previous eases involving imports
of depleted uranium for non-nuclear military uses*

material would at no time be used in a peaceful nuclear
activity in Canada, and would be imported .as a finished
military product (ammunition),. IAEI-. .safeguards wouldi *x?t h®
applied to it and it would not be identified as nuclear
material for import purposes. DND has confirmed that there is
no requirement or intention to alter this ammunition or to fire
o»: dispose of it on Canadian soil, end that appropriate safety
arid security systems will be applied to ensure this*.
