Text begins:

Mr. Speaker, I would hope that I will be able to lay
to rest the allegation that the United States would be allowed
to disregard our sovereignty in the event of a global crisis
by deploying without Canadian consent nuclear weapons indiscriminately
into and over Canadian territory.

As has been stated categorically

by the Secretary of State for External Affairs many times in this
House no nuclear weapons will be deployed in Canada without the
prior consent of the Canadian Government.
It has been suggested that the United States criticized
Canada in a telegram sent to Ottawa for having a "nuclear allergy"
and insisted that we must allow these nuclear weapons on our soil.
The fact of the matter is that the the United States Embassy
called to discuss and re-affirm our mutual understanding of and
commitment to the policy enunciated by NATO heads of government
in 1957, namely, and I quote from the declaration of the time:
"the deployment of nuclear weapons and arrangements for their use

will be decided in conformity with NATO defence plans and in
agreement with the states directly concerned."

The point here

is that the U.S. wished to confirm with us that their policy
regarding prior agreement for deployment of nuclear weapons during
times of crisis still holds.
Further, there is not now, nor was there previously,
any lack of understanding between ourselves and the Government
of the United States on this issue, as both Governments again
re-affirmed some days ago.
I must again repeat that public discussion of the
details of the contingency plans of Canada or any other NATO
partner is inappropriate given the role of such plans in maintaining
a credible deterrent and thus enhancing Western security.
