Deployment aboard nuclear-capable aircraft in time of crisis required government to government consultation as per the 1965 Consultation Agreement. Since 1971, the arrangement has lapsed due to U.S. nonmaintenance of the necessary facilities at ArgentiaArkin, during a call on the Canadian Embassy in Washington, showed a copy of a 1975 U-S. document which outlined deployment plans for nuclear ASW weapons to Canada in time of crisis. Arkin claimed that he had seen a 1984/85 version of the plan which had been signed by the President. He would not Show a copy for fear of revealing his source. The Department of National Defence (DND) is making discreet service to service enquiries to ascertain the validity of Arkin's allegation. There are no nuclear weapons stored in Canada at this time and no nuclear-capable Canadian Forces aircraft or equipment serving a nuclear role. Neither could nuclear weapons under the control of the USA or any other NATO ally enter Canada without the prior consent of the Government of Canada. - An official spokesperson for the Government the following statement on January 10: of the United States issued "It has been for many years strict NATO and U.S. policy neither to confirm nor deny the authenticity of U.S. or NATO classified documents. At the same time, I can assure you that no nuclear weapons would be stationed in Canada or any other NATO ally without strict conformity with NATO plans and procedures and the prior agreement of the host government."
