Defence L i a i s o n (1) D i v i s i o n REFERENCE SUBJECT: File No J7- //- / 3 Parliamentary Questions—"Negotiating Out" of Canada's Nuclear Role I attach the collection of papers, produced largely by Mr. Hadwen but including tbe letter of August 24 from Mr. Hellyer to the Prime Minister, concerning the position which might be taken by the Government in dealing with parliamentary questions about "negotiating out" of the nuclear role. Also attached is a draft of.a text which might be used by the Minister in this connection. CIRCULATION 2. In the time available it has not been possible to do as complete a research job on the previous public references to this subject as might be desirable. Fortunately, however, research along these lines ha3 been carried out In National Defence and the results are summarized in Mr. Hellyer*s letter. The attached draft, therefore, draws substantially on material contained In that letter, including particularly Mr. Hellyer»s specific suggestion with regard to the line to be taken. A new point which we have introduced, and which we believe is of some importance, is the oblique reference to the obsolescence of existing weapons systems, as this would provide by far the most obvious opportunity to carry out any change of existing policy. We do not know whether the Minister regards himself as committed to providing a further answer to questions which have already been posed on this subject or whether he merely wishes to have material prepared In anticipation of further questions. Probably this would not have too much bearing in any case on the precise text, but it might have a bearing on the matter of supplementary questions. In particular, it is anticipated that Mr. Churchill, following a statement along the lines of the attached draft, would point out that the Minister had still not answered his specific question whether negotiations were in process with regard to Canada's -—-. withdrawal from the nuclear role. In response to / that question, I think it would be possible, following / J i delivery of a statement along the lines of the \j*/ attached draft, for£he Minister to state bluntly that while there weaso- no specific negotiations dealing explicitly with that one question, the matter of the proper role for Canada in NATO's military arrangements is constantly in the minds of our representatives on the many and varied occasions when they consult in one form or another with our allies about defence matters. It seems to us that until some such staTJeV"'^ ment is made, it will be difficult to dispose in any final way of Mr. Churchill's persistent question on this point. 4.
