Would acceptance of IAEA safeguards attract extra attention to our acceptance of U.S. fabricated nuclear weapons? Is our virtue in non manufacture but acceptance of nuclear weapons as self-evident as we try to make out? If we were to manufacture the nuclear power unit for our submarines as suggested in the "White Paper on Defence" would we face inspection problems. In other words, in the future I could foresee the possibility of Canadian made nuclear power units for military "vehicles" or for electric power generation for fixed defence installations in the arctic. Can a virtuous distinction be made between the manufacture of nuclear power units for military vehicles or installations and the manufacture of nuclear power packages that go "bang"? The Atomic Energy Advisory Panel may well be the appropriate forum for interdepartmental discussion of this proposal. Nevertheless, I think that DL (1) Division should demonstrate a thoughtful interest in the defence implications of this proposal in order to play our proper part and to indicate that we are look; after DND interests.
