MEMORANDUM FOR THE MINISTER
Nuclear Weapons Policy

It seems likely, in the light of various
statements from N.D.P. sources during the recess
and the Prime Minister's remarks in his television
interview of January 5, that early in the Session
there will be questions on nuclear weapons policy.
It is not possible to anticipate the precise form
which such questions may take.
2.
I attach for your consideration a draft
statement designed to establish a general policy line
on the subject. If this is approved, it might be
used in answering questions, or alternatively might
be incorporated in a more general statement for
delivery early in the Session such as the Prime
Minister's statement in the course of the Throne Speech debate.
Perhaps you would wish to discuss the matter with the
Prime Minister.
3.
The attached draft, which has been cleared
with the Chairman, Chiefs of Staff, is designed to
take account of three points in particular. The first
is the fact of our present nuclear commitments, which
may continue without major changes for some time yet.
The second point is the recent reorganization of the
Air Division with some concomitant adjustment of roles.
The third point is the indication in the Prime Minister's

television remarks that he would like to see some
"diminution"of Canada's nuclear role, which in the
circumstances might take the form of a reduction
of the nuclear emphasis through the addition of
alternative, non-nuclear capabilities for our forces
committed to NATO.
