Doc. 313-63), be noted and endorsed; (b) that Canada should not become party to either Convention at the present time but should continue to work towards their improvement, or possibly their replacement by viable international Instruments; -(c) that Canada should explore with U.S. authorities their possible interest in concluding a bilateral treaty at some future date, dealing with liability and indemnity arrangements insofar as the development of the nuclear industry in one country affects the interest of residents in the other; and (d) that the principles set out in Appendix C to the Minister's memorandum of October 1st be approved as a basis for draft legislation to be prepared for submission to Cabinet at a later date.
