In the context of our discussion yesterday with Merchant on Berlin and
in particular in the course of his description of measures to be taken by way of

increasing military states of readiness, I put to him on a frank and off-the-record

basis our worries in Ottawa in the light of the Murphy letter of February 6.

In

doing so I emphasized the danger that the Soviets might draw misleading conclusions

as a step-up of the preparedness of SAC during this period of mounting
