United States Air Force Request for Preliminary Surveys for SAC Tanker Bases in Morthern Canada
The long-expected request to carry out sitesurveys with a view to the estab-ishi-ent of Strategic
Air Command refuelling bases in Canada has finally
boon put forward by the United States Air Force.

As is pointed out in the Memorandum to
Cabinet Defence Committee prepared by National Defence, the USAF intends to process the proposal to
construct the i&gt;aBes through the PJBD. However, in
order to obtain infonaation required for accurate
cost estimates and to avoid delaying the
rsunmo
for a year, authority to carry out the site surveys
is requested, without prejudice to suusequent decisions on either side about construction and operation
of the bases.

I recommend your concurrence in this proposal out suggest that you stipulate that the st
veys be joint RCAF-USAF surveys, with participation
as desired by the other departments concerned, e.
Transport and northern Affairs. There is every reason to suppose that in a few years, as the range of
bomber aircraft is extended, the USAF need for these
bases will disappear. It is therefore in our interest,
when possible, to try to have them located in places
where they will have a subsequent value for nonmilitary purposes.
4.
You may be interested to know of the very
tentative list of sites which the USAF has had in
mind. It is as follows:
