MEMORANDUM FOR THE MINISTER 5/4$ SAC Refuelling Operations at Cold Lake, Alberta 55T ••• On August 8 you agreed that we might inform the U.S. Embassy that the Canadian Government concurs in the United States proposal to relocate refuelling operations from Cold Lake to Namao by September 1, 1963, subject to issue of a press release substantially in the attached form. 2. You queried, however, why a press release was necessary. We have raised again withthe Department of National Defence the question of' a need for a release. In their opinion a release is desirable in that it would forestall probable press speculation about the move. Furthermore, this move is related to the proposed phase-out of SAC refuelling facilities in Canada; the first stage of which - removal of facilities from Frobisher and Churchill - was announced publicly on May 15, 1963. The move was occasioned by a fire early in the spring of 1963 which destroyed the industrial building sup- porting the SAC refuelling operation at Cold Lake and will be carried out this summer. The necessary support at Namao will be provided by the RCAF. The use of the facilities at Cold Lake and Namao by SAC refuelling aircraft is covered by an agreement made on June 20, 1958 between the govern- ments of the United States and Canada. 001410 � Text A resource consisting primarily of words for reading.
