Further to my memorandum of February 20 with
reference to tomorrow’s inter-departmental meeting,
have arranged to have briefings on the present
situation at the four bases and future plans for
Frobisher. The RCAF will be prepared to brief the
meeting on USAF strength (men, aircraft, etc.) at all
the bases, and construction programmes, civilian
employee situation and the state of contracts including
termination arrangements at Namao and Cold Lake. The
RCAF will coordinate with the Canadian Army and the
latter's representative will be in a position to brief
the meeting on similar details as they a ply to
Fort Churchill. Similarly, the Department of Transport
will be prepared to brief the meeting on the physical

layout at Frobisher including details on buildings and

facilities, situation regarding employees, supply
contracts including termination arrangements and the
problem of disposition of fuel supplies which it is
expected will be left behind by SAC. Northern Affairs
will then brief the meeting on the Governments plans
for Frobisher. Future plans for Churchill, Namao and
Cold Lake are exclusively of concern to National Defence.
According to information received from the Deputy
Minister (see attached letter) it is unlikely that any
detailed information on future plans for Namao, Cold Lake
and Churchill will be available for tomorrow's meeting.

With regard to Frobisher we gained the impression at
the PJBD meeting that the RCN had some tentative ideas
- regarding its use for military purposes. We gather,
however, that it is unlikely that DND will want to
make any reference to such plans and that it might be
embarrassing to invite them to comment. The question
of any possible future military use of Frobisher might
therefore be better left to be referred to during
discussion of the division of responsibility for
studies of the implications of the phase-out and
possible alternative uses of the bases.

It has been agreed by those who will do the

briefing that we should deal first with Namaoand
Cold Lake, move on to Churchill and then to Frobisher.
You might, therefore, after introducing the topic
using paragraph 3(A) and (B) of our memorandum of
February 20 as a guide, invite the RCAF to lead off
the factual briefings by a statement on Namao and
Cold Lake. This would be followed by a Canadian Army
briefing on Churchill, a Department of Transport
briefing on Frobisher and finally, a Northern Affairs
briefing on future plans for Frobisher. Thereafter
we could move on to determination of future action to
be taken and responsibility therefor, following
paragraphs 3(C), 4 and 5 of our memorandum of
February 20.
