SAC REFUELLING PASES

A/V/M Annis telephoned me late on December 18
to say that they had just received a message from General
Curtis Lemay to Air Marshal Dunlap indicating that the
U.S. wished to close out SAC refuelling bases at Churchill
and Frobisher as of July 1963 and NAMAO and Cold Lake as
of July 1964* They would like the bases maintained in a
serviceable state and hope to have them retained as
post D-Day recovery airfields.

A/V/M Annis said that the message had indicated

that this U.S. intention was being transmitted through
the State Department and we could expect to receive a
message on the subject from our Embassy in Washington or
from the U.S. Embassy in Ottawa shortly.

CIRCULATION

A/V/M Annis asked if we would consider the

implications of this proposed move on the basis of the
1 preliminary notification received and be prepared to
" discuss it with the RCAF at an early date — perhaps on
Thursday afternoon or Friday morning.
