the establishment and operation of aerial refuelling facilities as
recorded in the Exchange of Notes dated June 20, 1958, and to the
Letters of Understanding which accompanied this Exchange of Notes.
In order that your records of the extent of USAF activities at
these refuelling bases may be kept current, the following is passed
for your information.

The USAF Strategic Air Command refuelling facilities at
Cold Lake, Namao, Fort Churchill and Frobisher have now been in
operation for some six months. During this initial period of
operation it has become apparent that, because of unserviceabilities,
the number of tanker aircraft at each base has been insufficient to
maintain the desired readiness state. In addition, it has been shown
that the numbers of support personnel originally authorized are not
adequate to maintain the requested combat capability.

To alleviate this situation the Minister of National

Defence, in response to a request received through the Service-toService channel, has authorized the USAF to maintain one additional
aircraft at each of the refuelling bases. However, there is to be
no increase in the number of aircrews and the number of aircraft
kept at readiness will remain at the six originally authorized.
Approval has also been given for an immediate increase of 23
personnel at Cold Lake and Namao and 24 at Fort Churchill, and
approval in principle for a possible further increase of 16 personnel in July 1962 at each base to support additional communications
) equipment which the USAF is proposing to install at that time.
The Department of Transport was consulted with regard to

the increase in aircraft at Frobisher, and has also been advised as
to the authority granted to the USAF.
