defence Coaaittee gave approval io principle to ne*
requirements with respect to Strategic Air Coaoead (&amp;
refuelling facilities to ha established at four baaaa ia
Canada, too indicated that you would wish to sake a statement
in tha House concerning tha establishment of these refuelling
facilities in the course of the H O M O discussion. Present pla&amp;s
are thai, the ItOftAD discussion will be scheduled for June 10.
2. There is attached for your use, if you concur, a draft
cement oa the refuelling facilities. This statement has been
shown to the United States authorities, who have indicated their
agrssmsnt to public reference la these teras to the establishment
of the facilities. If substantias changes were to be aade ia
the ate teat,
believe we would be under obligation to Inform
the Uaited States authorities of these changes before your
atataaaat ia aade*
3. The atataaaat indicates that the two Governments are oa
the point of completing a formal agreement whieh will be tabled
ia the House ia due course. The Uaited States authorities have
indicated that It will not be possible before June 10 to complete all the administrative srrwngsmcnts oa their side which
would be required before signature
.a intergovernmental
exchange of aotee covering this project sad the deeiassifieatiea
of those notes, m are seeking assurance from the Uaited states
Embassy that, evea though t *ey may not be able to complete all
the administrative arraageaants concerniog the exchange prior
to June 10, there is complete agreement between us oa the
correspondence to be exchanged. Xt would be our expectation,
therefore, that it would be possible to table the exchange of
aotes within the neat two weexs.

made public to the matter of CanedIan control of SAC operations in
general. If "uestloaed oa this general problem of control, you
could make reference a*ala to what you have already oald ia the
Souse concerning Canadian Government eleeraace of each ovorf
of SAC aircraft carrying nuclear weapons. The teaser facilities
unoer discussion have ao offeaalve capability: it is the SAC
boaters carrying nuclear weapons which they will serve which
constitute the striking force, ana for each flight of these
boabere over Caaadlaa territory, specific clearance from tho
Canadian Oovernmsnt is required under present arrangements.
5. Ia correspondence with the Uaited States Government, however,
which will aeeeapeay the exchange of notes oa the tanker facilities
but which will remain classified, there will b% provision for

briagiag evoa the tanker flights within existing arrangements
between our two Governments. The tanker flights will bs cleared
on a service-to-service basis under a general programme cleared
ia advance between the Chiefs of the Air Staffs, with individual
movemente to be notified by flight plan kt hours ia advance to
RCAF headquarters. It would bo inappropriate te sake public
reference to this detailed elearaaoo procedure.

to you of May &gt;u makee a good deal of the alleged lack of eoatrol
whloh Canada has over the activity of United States bombers.

Uoited Kingdom Uouee of Commons about the degree of control which
the Uaited Kingdom exercises over SAC boaters based in the Uaited
