Present pla&s are thai, the ItOftAD discussion will be scheduled for June 10. 2. There is attached for your use, if you concur, a draft cement oa the refuelling facilities. This statement has been shown to the United States authorities, who have indicated their agrssmsnt to public reference la these teras to the establishment of the facilities. If substantias changes were to be aade ia the ate teat, believe we would be under obligation to Inform the Uaited States authorities of these changes before your atataaaat ia aade* 3. The atataaaat indicates that the two Governments are oa the point of completing a formal agreement whieh will be tabled ia the House ia due course.
