Reference is made to your letter of 3 February 1956
regarding a USAF proposal for the establishment of a number of forward
air bases in Central and Northern Canada^ to support aerial refuelling
aircraft of the US Strategi® Air Commando
The advance information in your letter is appreciated.
In stating this request I believe that you should take into consideration that even though the military reasons are compelling there may be
©onsiderable reluctance to approve it «a political grbundso I would,
therefores most strongly advise that you provide full information^
explaining the need and the role these forward tanker bases are expected
to play in the success of strategic air operations» With this in mindp
we feel that it would help to avoid possible misunderstanding on the
Canadian side if you supplied detailed information along the following
linesS;
(a)

Why are eleven;forward bases required in Canada?

(b)

What is the proposed location and priority for
establishing these bases?

(c)

What facilities will be required at the proposied
bases?

(d)

How many j, and what type of personnel do you
propose stationing at each site on'a continuing
basis and, to what extent will this figure
expand during the rotation of SAC units through
the base?

(e)

How often, and for what period of times would
each base be exercised?

(f)

Would rearward communications be required to
tie in the forward bases with SAC Headquarters?

(g)

Where and what type of navigations! aids would
be required to support SAC aerial refuelling
missions?

(h)

How many and what type of aircraft would be
located in Canada?
(i)

On a permanent basis

(ii)

Oh a rotational basiso
