In a conversation with the RCAF today it was learned
that the USAF has made arrangements with the RCAF for a number
of Strategic Air Command officers to visit Cold Lake (the RCAF
guided-missile base on the Alberta - Saskatchewan border),
Churchill, Coral Harbour (Southampton Island) and Frobisher.
The USAF referred to the visits as "familiarization visits"
but it is understood that the real purpose is to investigate
the feasibility of using any or all of these air fields as
bases for Strategic Air Command aerial refueling tankers to
operate from. The aircraft which would likely be used would be
the KC-97, which is a modified version of the B-29. The RCAF
is under the impression that if any or all of these air fields
look promising the USAF may raise the matter at the next
meeting of the Military Co-Operation Committee,

General Briggs, the USAF member of the PJBD, is
reported to be anxious that the SAC officers should be "kept
in line", and for this reason he is sending with them Colonel
Carpenter, the USAF Assistant on the PJBD. An RCAF officer
will also accompany the party.
3.
We have for some time expected Strategic Air Command
to cast covetous eyes on northern Canadian air fields but this
is the first indication of a concrete move in this direction.
