a letter
suggesting that we give Mr. Heeney an indication of the thinking here which caused us to refrain

In his letter
of March 31, General
Foulkes referred ~o a telephone conversation with you;
and he enclosed a~copy of a signal sent by the Chief
of the Air Staff to A/V/M Campbell.
I assume that, in
your telephone conversation,
you agreed on the procedure
that was followed.
If this is so, would you be good
·enough to confirm it for the record, as there is otherwise no indication
that this Department approved in any
way the signal from the Chief of the Air Staff to A/V/1'1
Campbell?

On March 13, Cabinet discussed the
possibility
that Canadian squadrons might be requested
to take up patrol duties over Germany. The discussion
apparently was restricted
to the possibility
that
Canadian squadrons might be asked to patrol the air
corridors
to Berlin.
There has been no further discussion in Cabinet and no report to Cabinet on the developments that have taken place.
It seems to me that Cabinet
should be informed and that a memorandum should be prepared
