Telegram No. 215 of March 18 from Mr. Heeney
was discussed
this afternoon
by the Under-Secretary,
General Foulkes and Mr. Ritchie.
2.
General Foulkes said that the Canadian Chiefs
of Staff had been intending
to reply to the Standing
Group (with a copy to SACEUR) in respect of S.ACEUR's
telegrams 2809? and 28099.
It had been intended to
tell the Ste.nding Group that Canada accepted the proposed rules of engagement.
However, before this telegram
could be sent to Washington, Chiefs had received a telegram from A/V/M Campbell raising
doubts simil~r to those
expressed in telegram No. 215. Therefore,
the sending
of a message to the Standing Group was beirn;i; delayed
and it was possible
that Gener~l Foulkes might go down
to Washington in the next few days to discuss the whole
q_uestion.
3.
Before the latest
messages were received from
A/V/M Campbell and Mr. Heeney, Chiefs had interpreted
SACEUR's proposals
in exactly the same way as Mr. Heeney
had interpreted
them in paragraph 3 of telegram No. 215.
Furthermore,
it seems to General Foulkes that it should
not be left to the Standing Group alone to authorize
SACEURto put the rules of engagement into effect under
paragraph 4(c) of SH 2809?.
General Foulkes thought
that this kind of decision was a political
one and
probably should be approved by the North Atlantic
Council.
In other words, it should be for the Council to decide
that SACEURshould J?Ut the rules of engagement into effect
under paragraph 4(c).

General

Foulkes thought that we might tell
that this was the line of thinking
in Ottawa.
It was decided, however, to wait until tomorrow, by which time a further
telegram from Mr. Heeney
is expected.

Mr. Heeney immediately

Mr. Wilgress added that Mr. Pearson will be
in Ottawa on Saturday and that we should be ready to
bring him up to date on the developments.
6.
Other points that came out in the discussion
were the following.
Paragraph 4(a) of SH 28097 can have
no application
to Canada, as we have no areas of national
responsibility
in Germany. Another point was that,
despite the loose wording of SH 28097, General Foulkes
does not think th~t SACEURwas referring
to territories
outside his command responsibilities
-- he was not
intending his rules to be adopted in North America
(although we might very well copy the rules of engagement for use in Canad.a on our own initiative.)
