The Weste:rn Powers, however~ have contended that the Counoll delegated the d:raving up of these rules to the Air Directorate or the Allied Cont:rol authority and that therefore no formal approval bJ the Control Counoil was necessary to give these procedures validity. The Western Powers have observed these detailed safety rules on this understanding. 5.
