This statement, approved by the Control Council, vae the
result or discussiona which took place regarding the
implementation of the messages exchanged between
President Truman and Premier Stalin in July, 1945,
referred to in the tripartite
note to the Soviet Union
on the Berlin Block&amp;de on July 6, 1948, the text of
which was repeated 1A our i'iA-650 of March 14.

Following up the approval by the Control Council
statement, the Council
Delege.ted to the Air Dil'ectorate ot the Allied Control
authority the working out ot detailed procedures which
would go'Vern flight a in these air corridors.
On October
22, 1946, the Air Directorate approved a document cglled
"tlight rules tor aucratt
tlying in air corridors in
Germany &amp;nd the Berlin control zou".
The document

Department to obtain permission 1n advance tor flights 1n

4. The State Department also 1ntormed us that the
Soviet rer.resentativea
in the Control Oou.n.oilhave argued
that the 'rl1ght l'UlesfOJi aircraft flying in a1r corridors
in 0el'm8nJ and the Berlin control zone" have no validity since
this document baa not been approved by the Control Council.
The Weste:rn Powers, however~ have contended that the Counoll
delegated the d:raving up of these rules to the Air Directorate
or the Allied Cont:rol authority and that therefore no formal
approval bJ the Control Counoil was necessary to give these
procedures validity.
The Western Powers have observed these
detailed safety rules on this understanding.

corridors has been defined on the bas1a of lines drawn trom
the centres or tbe respective cities nillned in the document
approved by the Control Council (as quoted in m1 paragraph

Headquarters at Wiesbaden (or from the•United States High.
Comm1sa1oner0 s office in Bonn).

6. The State Department said that they would be gl$d
to furnish any inforniation you may require.
They regret
