Dear Mr. Bunting:

I refer to.your letter to Ir. Mail dated February 25,
1964s your file 160-9, concerning a direct communications link
between chief government executives in Canada and the United States. .
You will recall that we have spoken on several occasions since then,
and on March 10th I sent you a letter on Mr. Hall’s behalf indicating
that External Affairs was to review the need for additional direct
circuitry for emergency use and for use in conjunction with the
agreement on nuclear arms. In the final paragraph of that letter a
suggested form of' answer to the Chief of, the White House Cormunication Agency was set out. I do not know whether the suggested
reply was sent; however, we have now been informed by the Department
of External Affairs that the joint Caneda/U.S. review is underway
and that it will be a considerable time before completion. Part of
the review concerns the provision of facilities adequate to permit .
nuclear authorization procedures to be carried out effectively and rapidly , which is a complex problem. Until joint conclusions are reached on this point, the Department of Internal Affairs cannot
predict the requirement for additional facilities either for this
purpose or for broader communication in an emergency situation
between senior authorities in the Canadian and U.S. governments.

The Department of External Affairs supports the proposed
line of reply to the Chief of the thite House Cormuni cation Agency
mentioned in ny letter of March 10th. If you have not already been
