The Canadian and U.S. Governments have'agreeed, as you suggest, to conduct an early joint review of the procedures and means .whereby the operational use of nuclear weapons held by NORAD forces in Canada will be authorized. In that connection it has been agreed that "provision shall be made forany further communications and other facilities necessary to permit authorization procedures to be carried out effectively and rapidly." Clearly the joint review might lead to the conclusion that additional communications facilities should be provided, but as the review will be a complex operation which is only now beginning, it will be a number of weeks at least before its conclusions on this point will be known. Until then we cannot predict whether it will establish a requirement for additional facilities, or, if it does, precisely what type of facilities would be ‘ involved. D. F. Some of those concerned with planning for the continuity of departmental operations under emergency conditions are doubtful that the normal method of diplomatic consultation,' i .e., through our embassies, can be maintained in an emergency. We may have to consider some form of direct secure link between the relocation sites of the White House-State Department and the Prime Minister’s office-External Affairs. Possibly the same facility could serve both authorization procedures and other requirements for consultation on the civil side. Meanwhile, I entirely support-the reply, mentioned in your final paragraph, which has been given to the Chief of the White House Communications Agency.
