MEMORANDUM FOR MK.

Gold. Telephone Network

In our discussions of this matter in late March and
April of this year, I had informed you that the R.G.A.F. was in
the process of establishing an interim Gold Telephone System
in the Operations Centre in National Defence Headquarters, and
that. they hoped to be able to install the final standard equipment
by the end of June, at which time it would be possible to arrange
for the Prime Minister to be tied into the network. After a
number of discussions with the Director of Communications,
R.C.A.F., concerning the security and other limitations of the
network, I was informed by Group Captain Bowes that, owing to
technical difficulties in adapting the final version of the
system to available circuitry in Ottawa, it would not be available
until Autumn. When I mentioned this to you verbally on or about
May 16th, and suggested that the Prime Minister might wish to
be included in the interim system, we agreed that the matter
would have to be deferred until after the June election, and I
so informed Group Captain Bowes.
On May 17th, while you were away on your holidays,
G/C Bowes called to say that National Defence had tested the
interim Gold Telephone system which they had installed in the •
offices of the Minister, the Chairman of Chiefs and the Chief
of Air Staff, and had found it technically unsatisfactory. He
agreed to let me know sometime after the election whether these
technical difficulties had been overcome. I heard nothing
further from him, and regret that through my own oversight, I
failed to raise it with him again during the summer.

When I spoke to Bowes this morning, he gave me to
understand that Mr. Harkness' letter of November 2nd to the
Prime Minister had been written without reference to him, and
was somewhat premature, in that the technical difficulties
of which he spoke in May have still not been overcome. The
equipment necessary to complete the final installation will not

be available for some weeks yet, even though it was expected
this month. The interim system presently in operation does
not provide either the capacity or the quality of performance
which he considers necessary for the inclusion of the Prime
Minister's Office and residence. He will let me know later
today when they expect to be able to offer this service to the
Prime Minister,' and will also inform David Brown, Mr. Harkness'
Executive Assistant, of the facts of the matter.
